To reach your custom segments, create your message and navigate to the Choose A Target Segment step.
You can view your custom segments via Audience > Segments > App Segments > Custom Segments as well.

You should have your CSV file ready with column titles before starting to create your custom segments.
1. Click the Upload button.
2. Choose Create A Segment for your action type and click the Next button.
3. Upload your CSV file and click the Next button to proceed. Make sure your CSV file has column titles. One of the titles should contain UUID (unique user ID).

Your CSV file should contain only 1 column with the unique identifiers.
4. Select UUID as the attribute for your uploaded CSV file, and click the Next button.
5. Name your segment, check your sample data from the file, and click the Next button to save your segment.
6. You will be prompted with a notification that explains the next steps in the system.
7. Once you save your segment, you can see it listed on the page with the Processing status.
